摘　　要：针对近年来国外出版商电子资源在华有偿使用费大幅提高等问题,讨论了科技期刊电子资源的知识产权和应对使用费用不断高涨的措施。分析了当前我国科技期刊的现状并对其发展和商业化运作模式提出建议,以期促进和鼓励来自国内外的更多高质量科学研究论文在我国学术期刊上的发表,提高我国电子学术资源的整体影响力和国际竞争力。This paper discusses the intellectual property of electronic resources of scientific periodicals and provides some countermeasures on the continuous increase of paid for using electronic resources of foreign publishers. In order to improve the whole influence and international competitiveness, some suggestions have been proposed for the development and corn- mercialization of our scientific periodicals
