摘　　要：目前,黑龙江省金融不良资产中国有企业仍存在占比高、资产量大、分布广等问题。解决其问题,需要多方配合,多种手段并举。尤其要有效借助政府力量,以市场为导向,进行重组、机制再造;要进一步创新管理方式和技术手段;要加快完善市场、法律和制度建设,增强国有商业银行的盈利能力和抗风险能力,以有效发展全省金融业。Now Heilongjiang bad financial assets are higher in propertion, huge in volume of assets, and broad in distribution in China＇s state-owned enterprises. Hence, we need multiple means and cooperation of many parties to solve the problems, especially, need the government＇s force to reorganize and recreate the mechanism based on the market, further innovate the means of management and technology, and improve market, legal and systematic construction to increase profit and anti-risk abilities of state-owned commercial banks and to develop provincial finance.
