摘　　要：低碳城市建设是实现生态文明社会的必由之路。CIEN(智能城网)技术是实现城市低碳、环保、安全的能源保障战略的重要措施。CIEN集社区的微电网、微热网和物联网于一体,实现产能、供能、用能、节能、蓄能的能量最优化,具有城市能量系统"三网互联、五能最优"的集成创新和技术创新的特点,引领低碳城市能量技术的发展方向。Low-carbon city is an inevitable trend for an eco-society. City Intelligent Energy Network （CIEN） is an important measure to realize the goals of lower carbon emission, environmental protection and energy security. CIEN is the combination of micro-grid, thermal- net and Internet as an optimum system to achieve energy production, supply, utilization, conservation and storage, with five innovative features.
