温州金融生态体系制度创新研究

摘　　要：非正规金融机构已成为当今阻碍温州经济发展的障碍。文章从生态学和制度创新视角出发,首先运用大量数据对温州二元金融体系的特征、负效应和产生根源进行了系统实证分析,在此基础上构建了以政府为管理主体的温州金融生态体系模型,诠释了金融生态体系中各部门的职能设计以促成各项金融制度的耦合,进而实现金融生态的理念并最终形成温州金融生态体系。此外,还给出了构建温州金融生态体系的具体策略选择。The non-regular financial institutions have hindered the economic development of Wenzhou. This paper starts from the aspects of bionomics and system innovation, first uses plenty of data to analyze the features, negative effect and the root cause of the dual financial system of Wenzhou. Based on this, the paper constructs the Wenzhou Financial Ecosystem Model which takes the government as the management subject and explains the function design of different departments to promote the coupling of different financial systems, thus forcing Wenzhou financial ecosystem. Finally, this paper puts forward with specific strategy selections to construct the ecosystem.
