摘　　要：文章回顾了国内外战略环境影响评价(SEA)从兴起到壮大的逐步发展历程,总结了SEA的内容、技术方法、立法情况与现有SEA模式,将国内SEA发展历程划分为萌芽阶段、起步壮大阶段和蓬勃发展阶段,并从中发现SEA发展过程中存在的困难,据此提出SEA"自上向下"和"自下而上"两层架构体系,建立环境空间数据基础平台,补充跨界关联公约和整合规划决策的集成SEA模型。The Study reviewed the progress of strategic environmental assessment （SEA）, summed up the contents of SEA, technical methods, legislation and the existing SEA model, and divided three development stages of domestic SEA, as the infancy, the expansion and flourishing development. From the SEA process it discovered the difficulties, proposed SEA ＂top-down＂ and ＂bottom-up＂ two-tier architecture system, establishing a platform for environment spatial data infrastructure, complementing the convention on cross-border linkages and integrating decision-making SEA model.
