摘　　要：全球金融危机对我国制造业发展既是巨大挑战,又蕴含着重要机遇。紧紧抓住国际产业分工格局变化的战略机遇,走新型工业化道路,已成为许多地区实现后发赶超的重要举措。按照先进制造业基地的理解,运用特尔菲法和因子分析法建立评价体系,对长沙制造业进行综合评价,确定了三大产业梯队和具有地方特色的核心产业集群,对构建长沙先进制造业基地进行了探讨并提出发展对策与建议。Huge challenges and chances have been brought by financial crisis in China＇s manufacturing. Firmly grasping the strategic opportunity of the pattern of changes in the international industrial division and taking a new road to industrialization have been the most important measure of catch-up in many areas. According to the understanding of advanced manufacturing base,a comprehensive evaluation of the manufacturing sector of Changsha has been built by using Delphi Method and the use of factor analysis to establish the evaluation system. Whilst,this paper identifies echelons of the three major industries with local characteristics and the core of industrial clusters and discusses the construction of the advanced manufacturing base in Changsha as well as put forward countermeasures and suggestions to develop.
