省直管县改革与大都市区治理体系的建立

摘　　要：回顾了改革开放以来我国市—县行政关系的反复变化,认为这种变化正是我国区域治理体系尚不成熟的表现,不应频繁使用。针对目前我国许多地方正在实施的"省直管县"体制改革,指出应该区别情况对待,而不宜简单划一。在借鉴西方大都市区治理体系的基础上,提出一个重要的观点是:充分利用省直管县、调整地级市职能的机遇,构建具有中国特色的双层制大都市区治理体系。In this paper, it reviews the repeated changes of the administrative relationship between China＇s prefecture-level city and county since its reform and opening-up. It＇s believed that the repeated changes reflect the immaturity of China＇s regional governance system, and this method should not be frequently utilized. Aiming at the institutional reform of province-administered county that is being implemented in many areas of China, it points out that differences of areas should be seriously considered. By using the experiences of the western metropolitan governance system as the reference, this paper puts forward one important opinion that, as the functions of prefecture-level cities are being adjusted and the institutional reform of province-administered city is being implemented, such a opportunity should be seized, so as to establish the double-level governance system of metropolitan areas with Chinese characteristics.
