摘　　要：从金融功能观的角度,通过分析林业信贷市场失灵状况和农发行应有的功能及其缺陷,论证农发行从事林业政策性信贷的可行性,提出了活立木储备、中小企业、企业与林农合作造林3种林业政策性信贷方式,建议完善相关配套措施。From the angle of finance function perspective,analysis market failure in forestry credit market and the function defect in Agricultural Development Bank of China,argument its feasibility to engage forestry policy-oriented credit in Agricultural Development Bank of China. Then propose three kinds of forestry policy-oriented credit,such as stumpage reserve,small and medium-sized enterprises,farmers and enterprises＇cooperation in afforestation forestry policy-oriented credit. Propose improve the related measures.
