摘　　要：探讨了高校图书馆罚款体制是否合法的问题,明确了高校图书馆与读者的法律地位及各自的权利义务,理顺了两者的法律关系,提出了避免法律纠纷的具体措施。This paper probes into the problem of whether the fine-imposing system in university library is legal or not, makes clear the legal status of university library and readers and their respective rights and obligations to rationalize the legal relationship between the readers and university library,and puts forward some concrete measures for avoiding the legal disputes.
