摘  要:实施节能发电调度将引起各方利益的重大调整,节能发电调度经济补偿机制的建立有利于保障节能发电调度的顺利实施。分析了实施节能发电调度需要解决的经济补偿问题及补偿原则,并提出了节能发电调度的3种基本补偿模式;以电网安全稳定运行及连续可靠供电为约束,以"社会效用最优、成交量最大"为优化目标,并考虑"节能、环保、经济、公平"等因素,建立了节能发电调度经济补偿机制的市场模型,并提出了模型求解的4种算法。Implementation of energy saving generation dispatching will lead to a readjustment of the interests in all parties of power systems, however the establishment of economic compensation mechanism for energy-saving generation dispatching is favorable to ensure the successful implementation of energy-saving generation dispatching. In this paper, the economic compensation problem to be solved for the implementation of energy-saving generation dispatching and the principle of the compensation are analyzed, and three basic compensating modes for energy-saving generation dispatching are proposed. Taking secure and stable operation of power grid as well as continuous and reliable power supply as constraints, and the best social effect and maximum trading volume as optimization objective while the factors such as energy-saving, environment protection, economy and fairness are taken into account, a market model of economic compensation mechanism for energy-saving generation dispatching and four kinds of related algorithms are built.
