提高煤炭矿区规划环评有效性的对策

摘　　要：认为我国煤炭矿区总体规划环评在管理上存在严重的职责错位,规划编制及审批内容难以适合形势需要,环评文件编制及审查存在诸多不足,规划环评成果的实施缺乏机制保障,以及规划环评的编制缺乏规范等问题。相应地,提出了通过立法和机构改革理顺规划环评的权责关系,改革规划编制和审批方式,严格矿区规划环评审查管理,建立矿区规划环评实施保障机制,加强评价规范和技术方法研究,以提高规划环评的有效性。The SEA （Strategic Environmental Assessment） of overall coal mine district plan has a big progress in recent years.But there are still many problems which mainly focus on following aspects.1） the management responsibilities are dislocated;2） the preparation of plan and the approval content can＇t meet the requirement under current situation;3） the preparation of SEA report and the review process call for further improvement;4） the implementation of SEA conclusion calls for a supporting mechanism;5） the preparation of SEA lacks guidelines.In order to improve the validity of SEA,there are several aspects need to pay more attention.1） to clear all stakeholders＇ power and responsibility according to relevant legislation and institutional reform;2） to improve quality of SEA preparations and approval;3） to make the review of SEA report more strict;4） to establish supporting mechanism for the implementation of SEA;5） to issue more guidelines for SEA of coal mine district and to enhance the study of relative technologies and methods.
