摘　　要：草原生态建设和生态建设补偿机制,是事关草原生态建设持续有效性、缓解"三牧"问题、建设环境友好型和谐新牧区、全面建设小康社会的关键性研究命题。目前草原生态建设补偿政策实施存在的问题有:缺乏统一规划和技术标准、基础设施建设滞后、配套资金不足、补偿标准单一、补偿期限短、短期内增加牧户生产成本、农牧民缺乏现代科学技术等。应当完善草原生态建设补偿法律机制,合理确定补贴标准和期限,建立草原生态建设补偿长期投融资机制,完善创新草原产权制度,健全草原生态建设补偿组织管理体系,实施牧区剩余劳动力转移和产业转型战略,建立和完善草原生态建设补偿机制。The ecological construction of grassland and mechanism for ecological construction compensation are just the key research propositions in sustained and effective of grassland ecological construction,to ease the problems in pastoral areas,to build a harmonious environment of friendly new pastoral area and to construct comprehensive well off pastoral.This article reveals the problems of the implementation of grassland ecological construction compensation policy based on the theoretical analysis of mechanism for ecological construction compensation of grassland： be lack of unified planning and technical standards;construction of infrastructure is lagging behind;matching funds are insufficient and so on.The paper also systematically analyses the causes of the facing problems.The article proposes policy proposal of establishing mechanism for grassland ecological construction compensation： perfecting legal mechanism of grassland ecological construction compensation;establishing long investment financing system;perfecting grassland property rights system and so on.
