基于利益相关者理论的草原旅游发展研究——以锡林郭勒盟为例

摘　　要：基于各核心利益相关者地位和不同利益诉求研究草原旅游发展模式对促进草原旅游发展具有重要的现实意义。当前,锡林郭勒盟草原旅游发展中各核心利益相关者利益不协调影响草原旅游的持续发展。运用利益相关者理论,对草原旅游发展中各核心利益相关者的地位、不同利益诉求进行分析,构建政府主导的草原旅游开发模式、利益相关者分工合作的运营模式和政府、牧区、旅游者共同参与的发展调控模式,并通过组织创新、社区参与机制创新、行业管理机制创新和政策创新实践草原旅游发展模式,合理有效地协调不同利益相关者的矛盾与冲突,进而推进牧区草原旅游可持续发展。It is of great significance to do a research of grassland tourism development model on the different position and the different interest demands of the key stakeholder when it comes to the issue of accelerating the development of grassland tourism.At present,the key stakeholder interests′ uncoordinated lead to threats to the sustainable development of grassland tourism is increasingly prominent in the Xilingule grassland tourism development.This paper applies the stakeholder theory to analyze the position and interest demand of the key stakeholder in the grassland tourism development,Construction of government-led development model,division of labor between stakeholders operating mode and government,pastoral,tourists to participate in the development of regulation and control mode.And through organizational innovation,community involvement mechanism innovation,industry management mechanism innovation and policy innovation in practice grassland tourism development model,it is reasonable and effective coordination of the various stakeholders of the contradictions and conflicts,thus promoting the pastoral grassland tourism sustainable development.
