基于博弈论的征地补偿量计算方法探讨——以征收耕地为例

摘　　要：如何激发农户更加合理地利用好耕地的积极性是耕地保护必须要解决的问题。而当前,由于城乡二元体制,土地政策及实施过程中存在的诸多问题,农户在耕地保护过程中存在巨大的利益损失。补偿的标准是补偿的一个关键问题。以征地中农户的利益补偿问题为例,从地方政府和农户讨价还价的博弈关系进行分析研究,从而推导出征地中农户与地方政府单位耕地面积的利益均衡值计算公式。这为制定补偿标准和相应的补偿政策提供了一个良好的参考依据。Farmland protection is an essential issue that is related to the survival and development of our country. As the smallest and basic organization unit in the farmland protection, the peasant household is the key link of the reasonable exploitation of farmland. The problem remains to be resolved of how to inspire the peasant household＇ s enthusiasm in making good use of farmland. At present, because of the city -country duality, many problems exist in the land policy and the implementation of the policy, the peasant households have suffered enormous loss in the process of farmland protection. The standard of compensation is a key problem. Taking the problem of the peasant households＇compensation as an example, this paper analyzes the game between local government and peasant households and then deduce the well -balanced value of each Square meter farmland between them, thus providing a good reference for the standard and related policies.
