摘　　要：采煤塌陷区土地复垦中的利益协调问题已经成为制约土地复垦目标实现的主要因素。以利益相关者理论为基础,提出了采煤塌陷区土地复垦中的利益相关者定义并将其分类,并澄清了塌陷地复垦过程中形成的政府、煤炭企业与当地群众之间的利益链条关系。结合我国土地复垦的实际,从复垦利益协调度、复垦时间后保障及利益权重等方面提出了利益相关者利益均衡的方法,为进一步制定矿区土地复垦政策,引导采煤塌陷土地合理利用提供依据。The problem of interest coordination in land reclamation of subsided coal excavation areas has been the major factor in restricting the achievement of the reclamation. With the stakeholder theory as a basis, this paper proposes defining and classifying the stakeholders in the land reclamation, and then clarifies the interests of the chain between governments, coal enterprises and local people in the process of the land reclamation; and puts forward the way of balancing the interests of stakeholders in terms of interest coordination, time node protection and the weights of interests, in order to further develop mining reclamation policies and guide the rational use of the land in subsided coal excavation areas.
