摘　　要：《中华人民共和国突发事件应对法》已于2007年11月1日施行,如何有效应对突发水公共安全事件,是摆在水利工作者面前的一项重要课题。近年来,安徽省按照防汛抗旱"两个转变"的新思路,认真实践应急管理各项新举措,应急管理能力和水平不断增强。根据安徽省应对水公共安全事件的实际,认为存在防汛抗旱体制与政府应急体制的关系界定还不够清晰,防汛抗旱责任制落实处理应对问题,需要不断完善和提高。The Law of the People＇s Republic of China on Emergency Response came into effect on November 1, 2007. How to effectively deal with water accidents has become a major subject faced by water managers and researchers. Recent years, new approaches are adopted for improving emergency management in Anhui Province, in line with needs of flood control and drought relief. Considering the actual condition of public safety in the province, it is found that the responsibility of emergency response to flood and drought has not been clearly defined, it is necessary for the provincial government to further specify the responsible organ under its emergency management svstem.
