天津市社区开展中医药适宜技术的做法与体会

摘　　要：目的总结天津市社区开展中医药适宜技术的做法及取得的经验,以期为我国中医药适宜技术在社区卫生服务机构中推广应用的可持续发展提供参考。方法采用回顾性调查、现况调查、文献研究和小组访谈的方法,对中医药适宜技术在社区卫生服务机构中的应用情况进行了研究。结果天津市在社区开展中医药适宜技术服务是以创建全国中医药特色示范区的活动为契机,点面结合,分步实施,整体推进。结论提出天津市推广应用中医药适宜技术的政策建议:(1)应尽快建立中医药适宜技术研究开发体系;(2)努力完善中医药适宜技术筛选评价体系;(3)创新中医药适宜技术推广应用的管理模式;(4)探索建立中医药适宜技术推广应用的长效机制;(5)制定或修订中医药适宜技术推广应用的配套政策。Objective To summarize the methods of work and experiences of developing traditional Chinese medicine （TCM） Appropriate Technologies in the communities of Tianjin, so as to provide the reference for its popularization in the community health services （CHS） institutions in China. Methods The retrospective investigation, field survey and group interview were conducted for study on application condition of carrying out TCM appropriate technologies in CHS institutions. Results Practice of developing TCM appropriate technologies in communities of Tianjin was conducted on the moment creating an example district in China in TCM appropriate technologies, through integrating the key project and general work, step by step, and com- prehensively advancing. Conclusion To promote the TCM appropriate technologies in Tianjin the advices in policy we put forth are： （1） A research and development system for TCM appropriate technologies needs to be set up as soon as possible; （2） A screening and evaluating system of TCM appropriate technologies should be improved; （3） A management model for popularizing application of TCM appropriate technologies shouid be created ; （ 4 ） A long - effective system of for popularizing application of TCM appropriate technologies should be explored; （5） some concomitant policies for popularizing application of TCM appropriate technologies need to be formulated or revised.
