摘　　要：目的以公共卫生服务系统内部结构与功能缺陷为政策靶点,进行政策组的筛选与干预实验,为我国相关宏观公共卫生政策制定提供理论与实验依据。方法以构建的我国公共卫生服务系统动力学(SD)模型为平台,重点利用文献资料及现场调研数据进行模拟干预实验。结果单纯提高政府对公共卫生服务机构的投入,可以在一段时间内提高公共产品提供率,但从长远看,因为受到准公共产品提供的影响,系统公共产品的提供率以及提供量总体呈下降趋势。目前对基于公共产品的补偿不足甚至缺失,公共卫生服务人员工资补偿水平偏低,从而导致公共产品提供率下降和人才流失。结论现阶段,要改进公共卫生服务系统整体绩效,要加大政府投入,要注重投入的分配情况,加强对无偿服务产品的补偿,加大政府对公共卫生服务人员的补偿水平。Objective To screen a group of policies and carry out a policy intervention experiment, taking the short- comings in internal contracture and its function of public health service system as the policy - target, in order to provide theoreti- cal and experimental basis for establishment of relevant macro - policies in China＇s public health. Methods A simulation of in- tervention experiment was carried out on the platform of system dynamics in China＇s public health mainly by applying the data of literature and field survey. Results Simply increase of government investment in public health agencies could raise the rate of public products provision in a period of time, However, in the long term, the rate and quantity of public goods declined due to the influence of quasi - public goods delivery. Compensation for public goods and public health service workers＇ salary were low- er, which led to decrease of rate of public goods provision and a loss of talent. Conclusion Now the integrated performance of public health service system needs to be improved, the government＇s investment should be enlarged, more attention be paid to the status of distributing the investment, and the compensation to public goods and public health service workers be strengthened.
