公共政策对社会公正的保障机制探析

摘　　要：公共政策作为政府实施公共管理的有效手段和方式,一直以来就是政府实施社会管理的有效工具。政府通过政策实现社会公正,更好的服务于人类美好生活的目的。然而良好的生活愿景不能自发的达成,社会公正的理想需要现实中公共政策的支撑。没有良好的政府政策,社会的发展与进步,社会公正的价值追求恐难实现。从公共政策中的权力、目标与工具这三个公共政策实现社会公正的路径出发,探寻如何运用公共政策来保障和实现社会公正。The implementation of public policies as an effective means of public administration and the way government has always been an effective tools for social management. Government policies to achieve social justice and serve the purpose of a better life. Good vision can not reach in spontaneous,social justice ideals need realistic policies to support. No good government policies, social development and progress,the value of the pursuit of social justice difficult to achieve, the power of public policy,goals and instruments to carry out the three elements of public policy for the pursuit of the ideals of social justice,and search for using public policy to protect and realize social justice.
