摘　　要：朱德是最早关注、提出并系统阐述建立各军兵种和实行诸军兵种联合作战的中共中央和中央军委领导人。新中国成立之前,他就提出了建设空军的问题。新中国成立后,他又提出了建立各军兵种的问题,并具体阐述了实行诸军兵种联合作战以及诸军兵种建设应向合成方向发展等问题。Zhu De was the first leader of CCCP and CMC who put forword and elaborated on establishing various services and arms and practicing joint operation involving multi-services-and-arms.He offered his opinion of building air force before Three Great Campaigns and after the founding of new China he went further to put forward his idea of establishing various services and arms and elaborated on practicing joint operation,unifying relevant training program and developing the construction of the services and arms toward the direction of synthesization.
