摘　　要：目的探讨基于调查问卷原始资料创建评价指标体系,其中9项指标的代表性和适用性,以及technique for order preference by similarity to ideal solution(TOPSIS)法与秩和比(Rank sum ratio,RSR)法结合在城市医疗救助利用效果综合评价中的应用,为政府决策部门评价医疗救助利用的效果提供依据。方法利用6个城市1116户现况调查问卷的原始数据经过量化计算创建评价指标体系,并选取9个有代表性的指标,用TOPSIS法和RSR法结合进行综合评价。结果以6城市医疗救助利用累计频率所对应的概率单位值Probit为自变量,以相对接近程度系数Ci值为应变量求得的回归方程为:RSR=-1.263+0.301probit(r=0.891;t=3.922;P<0.05),根据Ci值进行分档排序,经方差分析,3档间差异有统计学意义(F=15.384;P<0.05)。结论经综合评价分档排序B市为上等,A市和E市为中等,C市、D市和F市为下等。调查问卷原始资料创建评价指标可行适用,TOPSIS法和RSR法相结合使评价方法优势互补,评价结果更加准确、客观,为政府决策部门提供了简捷的评价依据,亦为类似调查资料的分析评价提供了新的途径。OBJECTIVE To explore the representation and applicability of nine representative indexes,which were from the evaluation index system based on the original data,and the application of TOPSIS combining with rank sum ratio method in the use of medical assistance,so as to provide the government a theoretical basis for comprehensive evaluations. METHODS Using the original data which was from 1116families in six cities to create the Evaluation index system by quantitative calculation and selected nine representative indexes to take a comprehensive evaluation by TOPSIS combining with rank sum ratio method. RESULTS Creating the regression equation：Ci =-1.263 ＋0.301 probit（r = 0.891;t = 3.922;P=0.017） ,taking the cumulative frequency of the medical assistance of six cities as the independent variable,the relative proximity as the variable. The score difference of Ci among the 3 levels was significant at the0.05 leve1.（F=15.384,P=0.017） .So the classification was valid. CONCLUSIONS After a comprehensive evaluation,the sub-file order was B for the superior city,A and E city medium,C,D,and F City inferior. The evaluation index,constructed from the original data of the questionnaire was feasible,TOPSIS combining with rank sum ratio method could be applied to each other and make the assessment results more accurate and objective,provided a simple basis for the government and also provided a new method reference for the similar surveys analysis and evaluation.
