摘 要:建立统一的投入产出指标体系,运用超效率DEA方法,对2005年不同国家的研发创新活动总效率和细分产出效率进行评价,并运用聚类分析方法对各国的创新类型进行划分,最后使用Malmquist指数对研发效率进步进行分解研究。研究结果表明,我国研发总体效率不高,特别是三方专利效率极低,与德日韩等发明型国家仍有较大差距。研发投入在提高我国高技术产品增加值及出口方面起到了积极作用。我国研发效率的提高有赖于技术进步程度的提升。This paper analyzes the efficiency of research and development among different countries based on super-efficiency Data Envelopment Analysis model by establishing the same indicator system in 2005.All countries are divided into different type of innovation by cluster analysis according to RD efficiency of detailed subdivision output.Malmquist index is calculated to analyze and research the changing situation of technological progress, technical and scale efficiency.The results show that The overall efficiency of RD in China is low, especially the third party patent efficiency which is significantly lower than invention-oriented countries like Germany, Japan and Korea.RD investment plays a positive role in increasing the addedvalue of Chinese high technology products as well as exportation.It is important to improve the RD efficiency, especially emphasis on strengthening technological progress.
