摘 要:在阐述技术路线图概念的基础上提出技术路线图是一种涉及多种领域知识、多个主体参与、多个线程并行控制的战略规划方法。在分析国家、行业、企业层面技术路线图制定流程的基础上,总结出技术路线图的制定流程应包括路线图准备、路线图分析、路线图绘制和路线图更新四个阶段。针对这四个阶段,分别设计出完备机制、融合机制、规范机制和评价机制来构成技术路线图制定流程的柔性机制。最后,通过一个案例来说明提出的技术路线图制定流程及其柔性机制的合理性和实用性。Firstly, based on the technology roadmap conception, this paper suggests that technology roadmap is a strategic planning method relevant to a variety of domain knowledge, a number of subjects, and a series of threads controlling in parallel.After that, this paper analyzes the technology roadmap process making at national level, industry level and corporate level, and puts forward an idea that technology roadmap process making should include four steps:technology roadmap preparation, technology roadmap analysis, technology roadmap drafting and technology roadmap updating.Then, to form flexible mechanism on the technology roadmap process making, this paper designs completion mechanism, amalgamation mechanism, regulation mechanism and assessment mechanism separately to correspond with the four steps.Finally, we use an example to prove technology roadmap process making and its flexible mechanism in this paper is reasonable and practical.
