摘　　要：从历史发展的视角解读全球不平衡问题,可以将全球不平衡定义为持续的、规模扩大的经常项目不均衡和金融项目不均衡。历史上出现过两次最大规模的全球不平衡,即第一次世界大战之前持续了将近半个世界的不平衡和20世纪90年代以来一直持续到2007年金融危机爆发前的当代全球不平衡。持续的外部不均衡是由国家经济制度、经济政策、全球经济制度体系和全球政治制度体系等重要的系统性因素造成的,它给全球经济可持续性发展带来了极大威胁,并最终导致危机爆发。The problem of global imbalances could be regarded as persistent, sweeping imbalances of current account and financial account from the historical perspective. There were two largest global imbalances, one lasted about a half century before the First World War, and the other lasted from 1990s to the financial crisis of 2007. There were several reasons for the long term external imbalance, such as the national economy policies, global economic system, global political system and other important systemic factors which led the sustained development of global economy to the economic crisis.
