离岸金融内控机制与监管措施研究

摘　　要：内控机制与监管措施是离岸金融风险监管制度中非常重要且联系紧密的两个方面。对于离岸金融机构的内控机制,应进一步强化其质量,并开展全面的内控机制建设。在离岸金融监管措施方面,我国应形成一个职能健全的离岸金融监管机构体系,并赋予监管当局足够的采取预防性或补救性措施的权力;应在离岸金融市场上推行统一监管模式,建立一个拥有广泛权力的核心监管机构;应对具体的现场检查和非现场检查措施在制度上作出改进。Internal piloting system and supervision measure are very important and closely related aspects in the supervision of offshore finance.The failure of internal piloting system will cause serious risks and China should enhance the quality of such systems.About the supervision measures,China should establish or arrange an offshore finance supervisor with full authorities to take preventive or corrective measures and improve the detailed system of the on-the-spot or non-on-the-spot investigations.
