摘　　要：德意志帝国时期,以劳工问题为集中体现的社会矛盾异常尖锐,工人运动发展势头迅猛。帝国统治者采取了"皮鞭"加"蜜糕"的劳工政策调节劳工问题。马克思主义的"国家职能"学说为分析这一政策内在逻辑机理提供了理论依据。During the German empire period, the social problems were mainly embodied as the labor problems and the development of labor movements. The empire ruler adopted the ＂whip plus honey-cake＂ policy to regulate the labor problems. The Marxist theory of state functions provides rational basis to the analysis of the internal logic of the policy.
