能源城市取缔和关停“十五小”企业的启示

摘　　要：环境与发展是对立统一的。人类社会进入90年代后,要求“可持续发展”。为使我国“九五”期未“环境污染与生态破坏加剧的趋势得到基本控制”,国务院决定取缔和关停十五种污染严重的小型企业。这一举措,目前在各地取得了明显的环境效益,同时带来了下岗工人的分流安置问题。无情下岗有情安置,淮南市采取各级人民政府高度重视,社会各界齐心协力办实事的做法,给再就业工程一个重要启示。Environment and development are the unity of opposites. The society of mankind requires sustaining development since the age of ninety. The State Council decided to ban and shut fifteen kinds of small enterprise which their pollution were very serious in order that the deteriorative trend of environmental pollution and ecological destvoring obtain to control basically in the end of peiriod of 'ninth fve' At present the more gains the obvious benefit of environment in all parts, but at the same tmie carries problem of distribution and arrange for workers who went off sentry duty.Going off sentry duty is merciless, but helping settle down is not.The governments at various levels of Huainang City have attached great importance to rearrange employment, made concerted efforts with all circles of society to get a important enlightenment .
