摘　　要：揭示总量控制方案决策的系统分析条件,说明有无可供选择的子系统方案,是否能进行负荷分配和优化决策的关键,用改变影响系数的方法,可将两类保护目标的负荷分配计算系统按离散规划方法解决。To reveal the condition of systems anaLysis of decision - making scheme to control total volume of wastewater, to explain how to choose the scheme of subsystem is the crux how to distribute charge and optimize policy decision,This article adopted the method to chang the coefficient so that the calculating system to distribute charge on two sort of protecting odjective can be solved by discrete scavenging scheme
