摘　　要：文中对《防治船舶污染海洋环境管理条例》实施后,建设码头,配备防污设备,实施"专项验收"的起步工作进行探讨。This paper discusses about the effective implementation of the Regulations for Prevention of Pollution from Ships,and elementary work concerning the construction of terminals and test and acceptance of pollution prevention equipment provided.
