摘　　要：伴随着海事法制建设的完善和执法责任制的不断推进,如何认识和规避海事行政执法责任风险,提高海事执法责任风险防范意识,已成为新形势下海事部门及其工作人员在履行职责过程中必须认真研究和解决的重要课题。With the improvement of maritime legal system and law enforcement responsibility system progresses,how to understand and avoid the risk of maritime administrative enforcement responsibility,how to raise awareness of risk prevention has become important issues when the maritime sectors and its staff perform their duties.
