摘　　要：不科学的药品管理政策、药品流通秩序混乱、"以药补医"等现象造成了药品价格虚高,消费者药费负担沉重。可以从完善管理政策、简化流通程序、规范医院用药行为、缓解信息不对称、加强监督等方面着手,控制药品价格,降低药品费用,促使科学合理医疗价格形成机制的建立。Unscientific drug policy management,disorderly drug circulation and drugs-replace-doctors phenomena result in artificially high prices of medicines which consumer find it burdensome.Beginning from the improvement of policy management,simplification of the circulation procedures,regulation of hospital drug use,reduction of information asymmetry and intensification of supervision,drug prices are expected to be controlled,drug costs to be reduced and more importantly scientific and reasonable medical care price formation mechanism will be established.
