WHO FCTC对云南烟草经济的负面影响与对策探析

摘　　要：中国是全球最大的烟草生产和消费国,而云南又是中国最重要、规模最大的"两烟"生产基地。随着FCTC在中国全面实施日期的逼近(2011年),云南烟草经济已面临新的形势和挑战,如何趋利避害,将FCTC的负面影响降到最低限度,是一个迫在眉睫的研究课题。正是基于这样的考虑,探讨了FCTC对云南烟草经济的负面影响,并由此提出相应的对策措施,以求云南烟草经济平稳、协调、持续、健康发展。China is the largest tobacco production and consumption country of the world, and Yunnan is the most important and largest production base of cigarette and tobacco in China. With the full implementation of FCTC in China in 2011, the tobacco economy of Yunnan is facing new situations and challenges. It is an urgent research project on how to reduce the negative influence of FCTC to the lowest level, avoid loss and gain profits. Therefore, the paper discusses the negative influence of FCTC on Yunnan＇ s tobacco economy, and some countermeasures are proposed to keep the steady, coordinated, sustained and healthy development of the tobacco economy.
