摘　　要：从数据的标准与规范统一、共享框架数据库建设等方面入手,提出了基础地理空间框架数据的创建原则、设计标准与规范需要考虑的方面以及要素统一的具体方法等解决方案。结合青岛市地理信息共享平台建设(QGSP)的案例,介绍QGSP中数据规范标准的实现,并以5大类29个具体标准成果作为例证。Based on the data specification unification and development of framework database sharing, this thesis proposed a standardization solution including the creation criterion of Geo-spatial framework data, design standards and specifications, and implementation methodology of unified elements. With the successful story of Qingdao Geo-spatial data Sharing Platform （QGSP） project, introduced 29 specifications in 5 major categories and data standards implementation in QGSP project, which justified the applicability of standardization of UGSP development.
