山区资源型经济转型路径探析

摘　　要：山区在我国经济社会可持续发展过程中具有重要的战略地位。论文深入分析了思维转变、体制改革、政策调控、技术创新、投资优化、财政扶持、转型基金设立、人力资源开发、空间布局调整、生态环境保护等山区资源型经济可持续发展路径。最后的结论为:思维转变是前提,技术创新是关键,政策、体制、财政投资是保障,人力资源开发是根本,空间布局调整、生态环境保护是基础。只有同时处理好上述诸方面的关系,才能使山区资源型经济及时转型,实现山区经济社会环境健康可持续发展。Mountainous region has an important strategic position in China＇s sustainable economic growth and social development process. This paper thoroughly analysis the sustainable development path of mountain resources - based economy such as thinking mode changes, institutional reforms, policy control, technological innovation, investment optimization, financial support, restructuring fund establishment, human resource development, space layout adjustment, ecological and environmental protection. At last, the conclusions are as follows： the premise is thinking mode changes; the key is technological innovation; the protection is policy, mechanism, financial investment; the fundamental is human resources development; the base is spatial layout adjustment, ecological and environmental protection. At the same time, it is vital to deal with the above - mentioned good coordinated relationship between the aspects so as to promote mountain resources, timely restructuring of economy and achieve health sustainable development of mountain economy, society, and environment.
