摘　　要：本文提出了一种新的供广大用户缴纳水费、暖气费等公共事业费用的缴费方式，介绍了基于GSM短信的缴费系统的设计和实现。此缴费系统以GSM网络为通信平台，通过SMS实现了用户以“空中充值”的形式缴纳费用。短信收发子系统是数据采集终端和后台处理系统通信的门户，它采用状态机机制来实现短信的读取、删除、发送三个功能，并且利用互斥变量来实现对短信接收队列和短信发送队列的互斥访问。缴费业务处理平台通过数据库实时监控子线程来实现对手动处理业务信息表和自动处理业务信息表的实时监控，调用各个功能模块实现用户缴费、用户余额查询、对账等功能。The paper proposes a new way for people to hand in the water, hot and other utility costs, introduces the design and implementation of a payment system based on the GSM short message. Using GSM Net as the communication platform, this system can accomplish the wireless recharge service by SMS, and it can pay electricity charge, water charge, heating charge, etc. SMS receiving and sending subsystem is the portal of the system＇s communication between the Data collection terminal and the Backstage system. It uses state machine mechanism to accomplish three functions, including message sending, deleting and receiving, uses the mutex variables to accomplish exclusive reference of the sending-message queue and receiving-message queue. Payment processing platform creates a real-time monitoring thread to monitor the database, and accomplishes many functions, such as user＇s payment, user＇s overage query, account checking, and etc.
