摘 要:海岸带地区因其高生产力和便捷的交通条件使之成为人类活动的中心区域,但该地区日益加剧的人类活动对生态环境的影响已经威胁到人类的生存和发展,如何制定统筹有效的管理措施已经成为海岸带可持续发展的课题之一。本文以东海渔业管理为例,基于C#语言和ADO.NET技术等构建了东海海岸带协议支持工具CoastDT。CoastDT通过数据管理、多用户评价、生态系统健康评价及多用户协议决策等功能,对东海渔业资源养护管理方案进行甄别与优选,引导各利益主体通过交互协议以参与东海渔业综合管理与决策。与传统决策支持系统(DSS)不同,CoastDT将为用户提供讨论、对话及协议的交互平台,为东海渔业资源的开发利用和建设管理提供了辅助技术支持,为东海海岸带的侧重于渔业的综合管理提供决策支持。CoastDT也对协议决策应用于海岸带综合管理做出了有益的尝试。Due to high productivity and convenient transportation,coastal zone areas have become central regions of human activities.However,increasingly intense human activities across coastal zone areas not only bring negative effects on the eco-environment but also threaten survival and development of human being itself.It has been one of hot spots in the area of coastal sustainable development as to how to formulate overall planning and effective management methods in the framework of coastal zone management(CZM).In the present work,the authors took fishery management in the East China Sea(ECS)as an example,listing relevant stakeholders and appropriately adjusting the scenarios of fishery conservation in the management of fishery resource caring,and developing a deliberation support tool(DST)CoastDT for coastal zone areas in the ECS based on C#language and ADO.NET.In the component of data organization,statistical data and multi-user deliberation data are stored in Access database.In the component of result display, Adobe Flash can display three-dimensional relationships and intuitive decision results for different stakeholders,scenarios and indicators.By means of operations such as data management, multi-user assessment,evaluation of ecological benefit,multi-user deliberation and decision-making,CoastDT can optimally distinguish and select simulated scenarios for fishery conservation in the ECS,which guides each stakeholder to participate in management and decision making in the fishery of the ECS through interactive deliberation.Among these operations,users’ information will be displayed and managed by means of data management module.Ecological benefit module helps users to acquire ecological health indicators,which provides users with ecological reference for fishery management and fishery conservation.Multi-user assessment module was designed as a wizard compensation program,by which users can assess economic, social and ecological indicators for a variety of fishery resource caring management measures.
