摘　　要：提供基本医疗服务的由政府出资的公立医院的建设和发展一直是我国卫生工作的重点。随着医疗体制改革的深入,公立医院将处在一个较为尴尬的境地,传统的筹资模式将受到挑战,非营利性医院要根据自身运营和发展需要,主动开展资本运营,拓展筹资渠道,解决医院运营的资金缺口问题。在该新型融资机制下,医院融资活动主要已经不是通过行政手段,而是通过经济手段来调节。市场调节型融资机制将成为一种能深刻反映市场经济本质的新型融资机制。The construction and development of the government-funded public hospitals,which provide basic medical services,have been the focus of our health work.With the deepening of the medical system reform,public hospitals will be embarrassing.The traditional mode of financing will be subject to challenge.Public hospitals should take the initiatives to carry out capital operation according to their own development needs.And they should expand financing channels to resolve the hospital funding gap problem.Market-based financing mechanism will become a new financing mechanism.In the new financing mechanism,the financing activities is by economic ways rather than by administrative means.This new mechanism can reflect the nature of the market deeply.
