摘　　要：目的:制定较为科学、合理的社区卫生服务机构绩效评估指标体系。方法:在采取广泛查阅文献和专题讨论的方式制定指标体系框架后,采取德尔菲专家咨询法筛选指标,构建指标体系。结果:经过两轮专家咨询共确定评价指标71项,其中一级指标3项,二级指标12项,三级指标56项。专家积极系数两轮分别为80%和100%;专家权威系数为0.8528;绝大部分指标变异系数控制在0.3以下。结论:社区卫生服务机构绩效评估指标体系的专家积极性、权威程度、专家意见集中程度和协调性均较高,显示评价指标体系的可信程度较高,可为进一步建立适合各地社区卫生服务机构绩效评估指标体系提供参考。Objectives：To construct a more scientific and rational index system of performance evaluation of community health services.Methods：After extensive literature review and topic discussion,the evaluation index system framework was developed,the index system was constructed with Delphi method.Results：71 evaluation indexes were confirmed by two specialist consultations,among them are 3 first grade indexes,12 second grade indexes,56 third grade indexes.The active coefficient of two rounds was 80% and 100% respectively.The mean of authority modulus was 0.852 8.Most Coefficient of Variation of the indexes is below 0.3.Conclusion：Our results show that experts＇ attitudes to the research subjects are enthusiastic.Great authority and better coordination are also got.Therefore the index system has high reliability,which can provide useful reference for establishing rational index system of performance evaluation of community health services.
