甘肃省2008年1～11月法定传染病监测报告管理现况调查

摘　　要：目的了解甘肃省各级各类医疗卫生部门2008年法定传染病监测、报告及管理工作现状,找出存在的问题并提出有针对性的改进措施,以提高传染病监测报告工作质量。方法以分层随机抽样方法在甘肃省抽取2个市做为检查样本地区,随机抽取包括卫生行政部门、疾病预防控制机构和医疗机构在内的28家单位作为受检单位,其中包括省级单位4家,市级单位6家,县区级单位12家,乡镇级单位6家,从疫情网络覆盖、病例日志、报告卡录入等方面进行法定传染病监测报告工作质量的检查。结果甘肃省县级以上医疗机构网络直报率达到98.34%,乡镇卫生院网络直报率达到90.74%;以未及时报告率、未及时审核率、重卡率和零缺报率来评价各地区传染病的报告质量,调查的7个行政区中以平川区的综合报告质量最好;医疗机构传染病个案信息报告的一致性、准确性、完整性和及时性由高至低依次为乡镇级、县区级、市级、省级。结论甘肃省法定传染病监测报告管理工作需进一步提高疫情直报网络覆盖率及传染病监测信息报告的准确性和完整性,降低法定传染病的漏报率。Objective To learn about the current status of the notifiable infectious disease surveillance, reporting and management of Gansu province in 2008 and find the disadvantages and make out the correcting measures, to improve the quality of infectious disease surveillance. Methods Taking 2 cities in Gansu province as the sampling regions by use of the stochastically stratified sampling method, and 28 organizations were selected to be investigated from the following several sites of the epidemic situation net coverage rate, case log and the infectious disease reporting card record and so on. Results The internetbased direct reporting rate of the medical units of the county and above levels in Gansu province reached 98.34% and it was 90.74% in the level of township hospitals, the integrated reporting quality of Pingchuan district was the best among all the seven checked counties/districts. The descending rank of coherence, accuracy, completeness and timeliness of the individual case information reporting was the township level, county level, municipal level and province level. Conclusions The coverage rate of the epidemic situation net and the accuracy and completeness of the statutory infeetious diseases reporting in Gansu province need to be further improved, the rate of failing to report should be further reduced.
