摘　　要：当前我国农民非制度化政治参与问题比较突出,这对于基层党组织提高执政能力是一个严峻的考验。我们应从拓宽农民参与渠道、提高基层干部素质、提高农民参政质量以及民主法制意识等多方面入手,逐步实现农民政治参与的制度化,逐步提高基层党组织的执政能力,维护农村社会稳定。Currently, the non-institutionalized political participation of the farmers is comparatively more prominent, which poses a severe challenge to the improvement of basic-level party organizations＇ ability to enforce power. Accordingly, we should, by broadening the channels for farmers to participate, improving the quality of grass-roots cadres, and promoting the quality of farmers＇ participation in politics and their sense of democratic legal system, etc, gradually realize the institutionalization of political participation of farmers, and improve the basic-level party organizations＇ power enforcement ability so as to maintain social stability in the rural areas.
