摘　　要：法国作为高度城市化国家,其乡村发展亦可谓独具特色,在国家的社会经济发展中始终扮演着重要角色。在法国,乡村开发和城市开发一样,被视为国土开发的重要组成部分,并被纳入统一的国土开发政策和空间规划体系,基于灵活有效的协约机制,由各级地方和各个部门共同参与落实。这种建立在城乡统筹思想基础上的乡村开发建设政策框架、实施机制和规划管理,对于当前我国的城乡统筹发展和社会主义新农村建设的实践具有积极的借鉴意义。As one of the highly urbanized countries of the world, France is also featured by its rural development which always plays an indispensable role in the country＇ s socio-economic development. Being regarded as the cotmterpart of urban development, as well as an important part of spatial development of the country, the rural development of France is mainly guided by the policy framework of spatial development, monitored by the system of spatial planning, and implemented through the cooperation among the governments of various levels and the departments of various fields on the basis of a flexible and effective agreement mechanism. The policy framework, the implementation mechanism, and the planning institution of rural development of France based on the principle of urban-rural integration can be used as valuable references for China＇ s practice of balanced urban and rural development and building a socialist new countryside.
