基于规划发展单元的总规—控规联动机制研究——以广州市为例

摘　　要：在分析广州现有城市规划编制体系的基础上,提出了一种加强总规—控规联动、提高总体规划实施效果的新机制,即在总体规划编制过程中,建立规划发展单元的控制体系,将总体规划确定的发展目标、策略、规模等分解落实到规划发展单元,有效导控下层次规划,促进城市总体控制目标由上至下的衔接和落实,同时也为总体规划的定期检讨与实施评价提供基础平台。以广州市为例,介绍了规划发展单元的概念与定位、划定原则及其控制要素,并对规划发展单元控制体系的实施与完善提出了若干建议。Based on current urban planning formulation system of Guangzhou,this paper proposes a new mechanism to improve the implementation of master plan featured by the interaction of master plan and regulatory plan.That is setting up a controlling system of planning development units in the formulation of master plan and disassembling the development target,strategies and scale made in the master plan at the planning development unit level.It would not only effectively guide the lower-level planning but also act as a platform for the periodical review and implementation evaluation of master plan.With Guangzhou as an example,it introduces the concept,positioning,identification principle and controlling factors of the planning development unit,and then provides suggestions on the improvement of planning development unit system.
