摘　　要：地方法制建设首先是一种地方的制度建设,这种制度建设又主要是通过基层的探索来实践的,在这种探索中的经验值得进一步总结,以使"淌水过河"的地方制度建设更为有的放矢。广东30余年的制度建设经验为此提供了可资参照的标尺。这种标尺主要体现在权力制约与权利保障的制度化建设中。地方的这种制度化探索是中国发展进程中基层民众创造力的真实展现,值得我们认真总结与反思。The key point in building local legal institution is to build local institution and its process locality. The author maintains that it is high time to summarize its experiences in its exploratory process target. The experience of Guangdong shows us a good scale that can best lies in the balance of power and always exercises in so as to shoot at the protecting the rights by law. And the process also explores the peoples＇ creation at the grassroots level and it deserves rethinking.
