制约山东服务业健康发展的因素分析

摘　　要：服务业的发展,是促进经济增长、产业竞争力提升、实现节能减排、扩大就业、提高人民群众生活水平的重要引擎。目前,服务业仍是山东经济发展的软肋,这既有总量规模偏小、结构层次偏低、竞争力偏弱等产业内部问题,也有城市化和居民收入水平不高以及体制政策环境欠优等外部因素。繁荣发展服务业,必须以转变观念为先导,以优化结构调整为重点,以加快城市化进程为载体,以市场化改革为取向,以扩大消费需求为着力点,以国际服务业加速转移为契机,以行业协会为调和剂,全面开创服务业发展新局面,推动山东经济又好又快发展。The development of service industry is an important engine for promoting economic growth, ad- vancing industry competition capacity, realizing energy saving and discharge reduction, expanding employment and improving the people＇s living standards. At present, service industry is the weak point of Shandong economy pro- gress. This is not only caused by internal problems including the small gross scale, the inferior level of the industri- al structure and the weak competitiveness, but also the external factors including the low urbanization and resident income level and the bad system and policy environment. To secure the service industryg future prosperity, we must transform the ideas, optimize structural adjustment, speed up the process of urbanization, adhere to market -often- ted reforms, expand consumption demand, speed up the international service industry transfer, give full play to the role of trade associations, create a new situation in all fields of service industry to promote a solid sound and fast de- velopment of Shandong economy.
