金融危机冲击下行业组织的政策参与--以家电下乡为中心的考察

摘　　要：金融危机改变了我国的政策环境,为行业组织的政策参与创造了条件。本文对家电下乡的考察发现,行业组织通过政策倡导扩大了下乡家电的范围,通过行业自律使家电下乡政策落实到位,从而使我国家电业迅速从危机中复苏。本文认为,为了延续和发展金融危机时期行业组织的政策参与能力,需要科学地界定政府与行业组织的职能边界,完善行业组织治理机制,协调行业组织"会员逻辑"和"影响逻辑"之间的紧张。Chinese policy environment has been changed owing to the impact of the Financial Crisis, which creates the conditions for policy participation of business associations. Surveys on The Home Appliances Going to the Countryside show that business associations have already enlarged the scope of home appliances going to the countryside through policy advocacy and have made the Home Appliances Going to the Countryside implemented through industrial self - discipline, which do makes our home appliance industry recover from the Crisis rapidly. In order to maintain and develop the policy participation ability of industrial organizations in financial crisis, it is necessary to define the functional boundary between the government and business associations scientifically, perfect the governance mechanisms of business associations and coordinate the tension between the logic of membership and the logic of influence.
