摘　　要：随着经济发展和改革开放的不断深入,我国在计划经济时期确立的医疗保障制度和药品管理体系已经不适应市场经济发展的需要,更谈不上与国际接轨,因此建立适合我国国情的社会保障体系成为一项重要的任务。1978年以来,国家对劳保、公费医疗实行了多项改革,取得了一定的成效。随着社会医疗保障体制的确立,处方药和非处方药(OTC)分类管理和《国家基本药物目录》(第1批)的颁布,医药分开核算、分别管理、总量控制、结构调整等一系列配套政策和措施的推行,扼制了医疗费用的过快增长,减少了"以药养医"的现象,提高了效率,节约了医疗费用,规范了服务行为。医疗改革给医院带来了新的生机。With the development of economy and the deepening of reform and opening-up,the healthcare system and management system established under the planed economy period,are no longer meet the needs of the development of market economy,let along with internationalpractice.Therefore,it is an important mission to set up a social security system which should fit the national situations of china.Since 1978,our country has implemented a number of reforms on labor and health public services and achieved some success.Along with the establishment of social and medical security system,a series of supporting policies and measures have been established,such as the classification management of prescription drugs and non-prescription drugs,the promulgation of ＂The List of National Essential Drug＂（the first approved one）,separate accounting of medicine,separate management,total control,structual adjustement and so on,in order to prevent the excessive growth of medical costs,reduce some phenomenon,improve the efficiency,save the medical costs and standardize the acts of service.Health care reform has borought new vitality for the hospital.
