天津市滨海新区公共服务体系建设的策略性思考

摘　　要：天津滨海新区经济社会整体发展宏观愿景的实现,要求经济绩效水平提升与公共服务体系建设的协调共进。滨海新区公共服务体系的建设,要在以探索构建有滨海特色公共服务体系的总体理念和战略方向指导下,通过构筑公共财政框架,研究制定公共服务体系建设发展规划,探索推出滨海新区基本公共服务标准,创新和提升公共治理的结构和水平,发展形成政府主导、多元主体协同互动的公共服务治理格局等对策设计,实现滨海新区公共服务供给的均等化和高水平。The implementation of economic and social developing prospects in Binhai New Area,demands the coordinate progress between economic level promotion and public service system construction.Constructing public service system in Binhai New Area,needs to under the direction of general idea and strategic direction that exploring and constructing public service system with Binhai characteristics,through building public finance framework, working out developmental planning,establishing basic public service standard,innovating and improving public governance structure and performance, forming the pattern of government-dominated interacting with multi-subjects,achieving the equalization and high level in Binhai New Area public service supply.
