摘　　要：替代国制度是一些国家在反倾销领域里,针对"非市场经济国家"产品确定正常价值的特别制度。有些国家在对华反倾销调查中滥用"替代国制度",扭曲了中国出口产品的正常价值,导致对华反倾销调查案件数量的增加和较高倾销幅度的确定,使中国出口企业遭受重大损失。因此,深入研究反倾销替代国制度具有重要的现实意义。he system of substitute country is a special system for some countries to determine normal value of the products from non-market economy country in the field of antidumping.Some countries abuse ＂substitute country system＂ in the investigation of antidumping against China,as distorts the normal value of Chinese exports products and therefore results in the quantity increase of antidumping investigating cases against China and the determination of large dumping margin which make Chinese export enterprises suffer heavy loss.Therefore,it is of important significance to study substitute country system of antidumping deeply.
