摘 要:村级公益事业建设滞后,已成为制约新农村建设的重要因素。理论上村级公益事业作为准公共产品,政府和农民应共担投资责任,但实践中政府在这一领域责任长期缺失,农民自我供给也陷入了"囚徒困境",应从政策层面上确立政府在村级公益事业投资的责任,通过实行"一事一议"财政奖补政策,重构政府与农民在村级公益事业投资中的关系,建立起政府引导、农民主导的新型投入机制。Village-level public utility is lag behind,which has become an important restricting fators of the construction of new rural areas. Theoretically,government and famers should commonly take responsibity in its input.In fact,government haven't take the respnosbility,and farmers have fallen into the "Prisoners' Dilemma" in self-supply. The best way to promote the construction of village-level public utility is to reform the relation between government and farmers,establish the finance premium policy for "one case ,one meeting" system ;make use of public finance premium to subsidize the weak point of rural public utility ,form the guidance mechanism of village-level public utility investment ; promote the rapid development of village-level public utility.
