美、日城乡统筹制度安排的经验及借鉴

摘　　要：美国和日本在推进现代化过程中,都曾遭遇过城乡发展失衡问题,他们往往通过调整国家政策,实行适度向农村、农民倾斜的制度安排,有效地解决了一系列经济和社会问题,促进城乡之间的协调发展和社会的稳定。因此,须借鉴美国和日本的成功经验,对我国城乡统筹发展中的制度安排加以矫正,实现城乡一体化的制度再选择。The United States and Japan,during the industrialization periods,there are remarkable differences between the city and countryside.These countries have carried out normal institutions in favor of farmers and the countryside which have made harmonious urban-rural development.Therefore,we should use the experience of other countries for reference,rectify our arrangement of institutions and reselect new systems to achieve the harmonious development of town and countryside.
